Lecture Series

As part of its efforts to broaden and strengthen the global energy dialogue, the Secretariat hosts "IEF Lectures", providing an international platform from which Ministers, Heads of International Organizations and eminent energy experts can make major policy speeches when visiting IEF headquarters

Shell's “New Lens Scenarios”

Shell’s New Lens Scenarios explore how economic, political and social forces might shape the global energy system and environment over the 21st century. The scenarios help bring our volatile world into sharper focus as we consider two possible versions of the future. One scenario called Mountains sees stronger political influence and cleaner-burning natural gas becoming the most important energy source with early action to limit carbon dioxide emissions. The other called Oceans sees stronger market forces and solar becoming the dominant energy source by about 2070, but with slower action to address climate change. The scenarios highlight areas of public policy likely to have the greatest influence on the development of a cleaner and greener energy system. ...

By Guy Caruso, Administrator of the U.S. Energy Information Administration The outlook on world energy markets through the year 2030 is based on my agency’s International Energy Outlook 2007 (IEO2007) that was released in May 2007. The projections are not statements of what will happen but of what might happen, given certain assumptions. The projections are business-as-usual forecasts, given known technology and technological trends, demographic trends, and current laws and regulations. World energy consumption is projected to increase by 57 percent from 2004 to 2030. Total world energy use rises from 447 quadrillion British thermal units (Btu) in 2004 to 702 quadrillion BTU in 2030, an average annual increase of 1.8 percent. ...

Dialogue Insights

  • Gas is far from being just a bridging fuel. Gas is here to stay.
  • An integrated global gas market is not likely in the near term.
  • The three main gas regions (North America, Europe, & Asia) will keep their own fundamentals for some time.
  • The regionalisation of gas markets does not imply lower interdependence.
  • In the US, cheap gas displaced coal but in Europe cheap US coal has displaced gas.
  • The energy mix in one region depends on the energy mix in another.
  • In North America, UK, & increasingly Europe, gas trading at hubs provides liquid & transparent pricing data.
  • In the US, deregulation & financialisation of the gas market helped establish a price based on fundamentals.
  • The logic for establishing an Asian gas-pricing hub is questionable as the number of buyers & sellers is small.
  • Demand for natural gas in the coming decades is projected to come mainly from non-OECD countries.
  • Prospects for natural gas consumption are still tied to its applications as much as to its relative price.
  • Gas usage depends heavily on an anchor technology, such as electricity generation.

  • Industry and government should work together to address "herd mentalities" regarding entering new markets.
